I was searching for some info on Telmex DSL and I found this article (in Spanish) from April of 2007:
Telmex permite voz sobra IP legalmente

It appears that Telmex changed their policy regarding VoIP service early last year, making it legal to use services like Vonage, Skype, etc. on DSL accounts. Great news! Sorry it took me so long to find that information.
