I'd guess that your mystery substance was
escabeche. I had some really awesome escabeche at a restaurant down in Tulum... carrots, black peppercorns, peppers, onions, and garlic cloves. It can be a tad bit spicy, but you can still taste the incredible flavors.
I may have to snoop around those carts sometime soon.
