Calling a cell phone from US

If someone in the US wants to call me on my cell phone, do they have to dial the 044 or 045 prefix? Do you know the order? (i.e. 052 044 984 yadda yadda?) They tried just 052 984 and my number but it didn't arrive at my number.

have them dial 011-52-1-then the number. 044 is not necessary but the 1 before the number is or the call will not go through.
