If you've had a problem you can't resolve with a company here in Playa del Carmen or anywhere in Mexico, don't despair. You do have rights, even if you are an extranjero! Make sure to read this from PROFECO, the Mexican consumer protection agency.
Procuradur?a Federal del Consumidor There is a PROFECO office in Playa del Carmen on Juarez Avenue between 30th & 20th Ave in Plaza Papagayo behind the Dominos pizza.

Business, of course. You just drop the name, and watch people's attitude change. A couple of people have tried to scare me with it, but they had no case. One, I told I would file a demanda against, if they pushed me. Never heard another word. People always looking to get something for free. PROFECA is very fair, from what I understand.

Actually, you have a lot of rights. The consumer, as well as employees, are overprotected, in some cases. For example, firing someone, with cause, is a huge hassle for the employer. You normally end up paying the person to go away.
Before Hurricanes Emily and Wilma, some of the lumber companies jacked up their prices on plywood. Some people complained to PROFECO, and those companies were covered in tape that announced they were under investigation. The prices quickly went back to normal, and the companies ended up paying fines. Same with little stores selling drinking water. Once the complaint is made, whether it has merit or not, your business gets labeled. Literally. Big labels, all over.
