I haven't gone for gas in a while (I like to walk), but I believe they will enter the number you specify, and then "zero" the counter out. I believe it counts up, and not down. If the attendant says "zeroes" (zeh-roes) and points at the meter, this is what he is indicating.
Topes... there are at least 4 that I recall on our trip from PDC to Tulum this afternoon. There are signs, which is good, because they haven't painted them bright yellow. I knew they were there but still hit the first one at 30 MPH or so today! Besides the signs informing you of them, look for the topes around the new pedestrian crossing bridges at Puerto Aventuras and Chemuyil, there is one before and one after the bridge.
As far as the new lanes between PDC and Tulum... they are almost done. They are down to the last 10 miles or so - we've never had traffic between that stretch, so one lane in each direction works just fine. I assume they'll have the new lanes (currently under construction) open in time for the Tulum airport expansion (supposedly sometime in 2008). (Sidenote: it'll be nice to have a choice of international airports - Cancun or Tulum!)
Blinkers/Passing - If someone is putzing along, put on your left turn signal. If the driver isn't a tourist, they will likely notice you and ride the shoulder so you can pass. With that in mind, if you notice someone coming up quickly behind ya, ride the shoulder and let them pass. No matter how fast you drive, someone here is going to want to drive faster.
Good advice for the hazard lights. If you have people speeding up behind you before the topes, make sure to use 'em!
Cops were rumored to pick on cars with the rental agency stickers in the front of the car. I've never driven one like that, so I can't vouch for it. In my opinion, the amount of talk about dirty cops has been on the decline over our 2 years here. I'm sure we can have a whole thread about our run-ins with the law.
And, last but not least... As PlayaDelSoul mentioned, driving at night can be dangerous. I'm not saying that you shouldn't drive at night, just be extra cautious.
