I think this information is probably a bit outdated. It is true that Chemuyil is not a tourist zone. They are not set up for hosting tourists with hotels, bars, travel agencies, car rentals, etc.
All beaches in Mexico are public. However, the access roads to the public beach may be private, thereby making the public beach inaccessible. In the case of Chemuyil beach, my understanding is that the road is open, but a guard does ask for a donation for upkeep of the beach area.
The people of Chemuyil might not appreciate a large busload of tourists being suddenly dopped off. But if a few tourists wanted to enjoy the beach and have a meal in town, I'm sure they'd be happy for the business.
